The Minneapolis Feds Research Division has a long history of producing top-tier academic and policy research on a wide range of issues related to the mission of the Federal Reserve System. First and foremost, the Research Division prepares analysis in support to the Bank Presidents participation in Federal Open Market Committee meetings and other public engagements. In addition, Research staff engages in academic research related to strategic Bank initiatives, including policy spillovers, debt crisis, inequality, education, and minimum wage among others. For more than 50 years, the Division has had a strong partnership with the University of Minnesota. The Division comprises of more than 100 research and policy economists, research analysts and assistants, local and national research consultants, visiting scholars from around the world, and a highly-trained professional staff.

As the VP/Administrative Officer, you will work closely with the Research Director and other Division leaders to 1) establish goals and priorities for the Division 2) monitor the implementation of initiatives and 3) supervise and achieve excellence in core operations. You will also support the Divisions recruitment committee to attract, hire, and retain high-quality economists.

To be successful in this role, you will need to be able to think and act strategically and critically while interacting with a diverse group of executives, managers, and professionals. You will be expected to deliver customer-focused services, meet critical deadlines, manage ambiguity, work across highly independent business units, and deal with difficult situations as routine. The ability to conduct yourself, at all times, with integrity, honesty, and respect for every employee is paramount.

Responsibilities:

Act as the Chief Administrative Officer for the Research Division by providing leadership, management oversight, and support to the entire Division.

Manage the Research Division Administrative team, consisting of 16 professionals in charge of core operations supporting the Divisions activities (such as data management, program management, technology, travel, conference planning, library and information services, contract administration, and editorial support), as well as research analysts supporting economists research projects.

In collaboration with the administrative team, develop budgets and discuss them with senior management.

Plan, direct, and implement policies and procedures to ensure effective and efficient operations. Identify and act on opportunities to improve efficiency and quality of daily operations and services. Ensure department preparedness for contingency situations.

Ensure compliance with all applicable Division, Bank, and System policies, standards, service and quality measures, procedures, and controls to foster the highest level of public confidence and operational integrity.

Assume leadership positions in Federal Reserve System initiatives, including developing, recommending, and implementing Research Support-related programs. Influence decisions and strategic initiatives through this participation and translate relevant activities into concrete action plans for the Division.

Volunteer for Bank leadership committees such as Bank Workgroups; Diversity, Equity, and Inclusion Advocacy Council; Technology Investment Review board; hiring committees; and others as needed.

Identify and develop staff with leadership and management potential. Recruit, retain, and foster development of staff with an appropriate mix of management, interpersonal, and technical skills. Act as liaison between senior Bank management and Division management.

Understand all authorities established by Bank policy and by the Banks Delegation of Authority Schedule and act accordingly. Review Bank policies for areas of responsibility to ensure they remain current; seek interpretation and clarification where necessary. Understand and reinforce with reporting officers and staff the Banks control environment and the importance of compliance.

Promote an environment where all employees feel they belong and can contribute to the Bank's work. Model and develop an organizational culture that encourages strong employee engagement, foster a diverse and inclusive workplace, and reduce barriers to productive work.

Qualifications:

Bachelor's degree required. Graduate degree in related field preferred.

Ten or more years of progressively more responsible professional experience to include five or more years of relevant leadership and managerial experience.

Experience in an economic research department strongly preferred.

Significant experience with supporting technology in partnership with IT partners also preferred.

Superior business acumen, strategic planning skills and experience with an emphasis on innovation and automation.

Excellent negotiation skills and demonstrated relationship management skills.

Demonstrated organizational skills with the ability to identify priorities, enhance performance, and implement plans on schedule.

Excellent communication skills (written and oral), effective presentation skills, and management presence that elicits confidence and credibility.

Resourceful, flexible, and open to new ways of thinking, with the ability to create meaningful change.

Demonstrated strategic and critical thinker with the analytical skills necessary to evaluate, organize, and direct complex projects and programs. Ability to identify key strategic issues affecting areas of responsibility and demonstrate an understanding of their implications.

Excellent interpersonal, leadership, and negotiation skills. Proven direct leadership experience including financial responsibility.

Excellent judgment when deciding which issues to resolve directly and which require senior management attention.

This position requires access to confidential supervisory information and/or FOMC information, which is limited to "Protected Individuals" as defined in the U.S. federal immigration law. Protected Individuals include, but are not limited to, U.S. citizens, U.S. nationals, and U.S. permanent residents who either are not yet eligible to apply for naturalization or who have applied for naturalization within the requisite timeframe. Candidates who are not U.S. citizens or U.S. permanent residents may be eligible for the information access required for this position if they sign a declaration of intent to become a U.S. citizen and meet other additional eligibility requirements. In addition, all candidates must undergo applicable background checks and comply with all applicable information handling rules, and all non-U.S. citizens must sign a declaration of intent to become a U.S. citizen and pursue a path to citizenship.

An essential function of this position is working onsite; this position qualifies for a hybrid working arrangement that supports remote work, but generally requires being onsite at least 3 days a week.

A requirement of this position is that you must be fully vaccinated against COVID-19 and received all approved boosters or qualify for an accommodation from the Banks vaccination policy; the Bank will provide accommodations as required by law for individuals unable to be vaccinated due to a medical condition or sincerely held religious belief.
