Job Summary

Position Summary:


Under the direction of the Assistant Director of Corporate Compliance, supervise the banks Compliance Advisory team responsible for administering the compliance advisory program by developing, updating and maintaining the program to ensure the bank is in compliance with applicable laws and regulations. Responsibility for ensuring business line partnerships by building strong working relationships with LOB managers and staff. Execute and maintain the three lines of defense approach across the organization. This position will maintain current and extensive knowledge of the federal and state laws and regulations for which the bank is required to comply.


Duties and Responsibilities:


Monitor and research legislative and regulatory changes to ensure appropriate personnel are informed and changes are made as necessary to the banks policies and procedures to comply with regulatory requirements.


Lead periodic Compliance Partnership Meetings with LOB Managers in order to provide advisory support in the areas of regulatory change management, 1st line of defense monitoring, issues tracking, projects and department initiatives, training needs, and internal compliance reviews.


Work with business units to identify emerging compliance risks, manage regulatory change and develop appropriate response strategies.


Oversee the review of all Premier Banks print and broadcast advertisements before publication.


Review and provide regulatory guidance in collaboration with the banks Vendor Management review program.


Collaborate with the applicable department or function manager in the development and review of the banks policies and procedures to ensure compliance with applicable federal and state laws and regulations and with actual operating practices.


Assist in reviewing and updating the banks compliance policies and procedures on annual basis.


Participate in new product development to ensure compliance with all applicable regulations.


Oversee the development and review of the banks forms, disclosures and contracts for compliance with applicable laws and regulations.


Develop and facilitate training for both new and existing bank personnel on the banks compliance policies and procedures as well as federal banking regulations.


Actively participate as a member of the banks Compliance Committee in order to effectively communicate and report compliance risks and responses.


Serve as a subject matter expert in one or more areas of compliance and serve as Compliance Department representative on various project committees, business line meetings, etc.


Act as a compliance resource to research and answer regulatory compliance questions posed by the various business units, inclusive of monitoring the Compliance Departments advisory email box.


Participate in the completion of compliance risk assessments based on lines of business and by regulation; identify acceptable level of compliance risk and corresponding controls; identify and provide solutions to address gaps in controls, mitigate compliance risks, and enhance compliance training.


Assist in providing information during regulatory examinations and internal or external audits.


Prepare and present periodic reports to the Compliance Committee concerning the banks ongoing record of compliance with state and federal laws and regulations.


Remain current and knowledgeable on all banking compliance and regulatory issues. Attend seminars, workshops, and various trainings as necessary to maintain and further expand compliance expertise.


Participate in special department projects.


Perform other duties as assigned.


Education, Certification, License and Experience:


Bachelors degree in Business Management, Finance, Legal Studies or other related fields


Minimum 8 years in regulatory compliance role in banking or financial services required. Prefer with federal regulator and/or mid-large size institution.


Industry certification in regulatory compliance preferred. (CRCM)


Skills and Knowledge:


Extensive working knowledge of consumer banking regulations and laws. General knowledge and understanding of bank deposit operations, lending activities, and other related consumer banking and compliance functions.


Responsible for knowing and ensuring compliance with applicable laws, regulations and guidelines, as detailed in policies that include but are not limited to Bank Secrecy Act and other applicable anti-money-laundering rules, Fair Lending, Community Reinvestment Act, Gramm-Leach-Bliley Act, Truth In Lending Act, Truth In Savings Act, Electronic Funds Transfer Act, and other laws and regulations as they pertain to the position.


Prior management experience with proven ability to lead and develop others.


Strong communication (written and verbal) and organizational skills with the ability to work independently, as well as, collaboratively within a team environment.


Ability to interact and communicate effectively with all levels of management, legal counsel, regulators and examiners while maintaining strict confidentiality.


Ability to research and analyze regulatory compliance issues, communicate requirements as they relate to the organization, and develop effective compliance policies, procedures, references, and training.


Ability to work in a fast paced environment and positively adapt to routine changes while maintaining high performance standards.


Strong decision-making, analytical and investigative abilities with attention to detail and accuracy.


Proficient in Microsoft Office Suite (Word, Excel); core systems; use of specific software.


Work Environment:


This job operates in a professional office environment. Work is normally performed in a typical interior work environment which does not subject the employee to any hazardous or unpleasant elements.


Physical Requirements:

While performing the duties of this job, the employee is regularly required to speak or hear, stand or sit for long periods of time, open filing cabinets, walk, stoop or bend, use hands to handle or feel and reach with hands and arms. The employee must frequently lift and/or move up to 10 pounds, occasionally lift and/or move up to 25 pounds and complete tasks requiring manual dexterity. Ability to drive a vehicle for travel is required for the position.
